Following the consultation period, which was between 8 November 2021 and 28 January 2022, the findings were presented to Cabinet on 18 October 2022. 

Cabinet voted unanimously to adopt the policy, with an implementation date of 1 December 2022.

For new residents being referred to Sandbanks Day Centre the policy will be applied as part of the assessment process into the service.

For residents already accessing the day centre, a new assessment in line with the policy, will be carried out as part of their annual review or their re-assessment.

For existing residents who may no longer be entitled to assisted transport under the policy, a transitional period of up to 6 months may be offered to support you to make use of alternative arrangements.

Overview

Hounslow Council is consulting on introducing an Adult Social Care Transport Policy for Day Service Provision with eligibility criteria based on assessed need.  

We do not currently have a Transport Policy or assessment process for assisted transport.

We are proposing to introduce a policy to provide a fair and transparent process for the allocation of appropriate resources matched to assessed needs of residents. This will help safeguard the provision but also enable other forms of appropriate transport to be considered. We are committed to protecting vital services and making sure our residents receive the care and support they need.

The introduction of the Transport Policy for Day Provision will directly affect residents who currently use Sandbanks Day Centre in Bedfont, including potential future referrals and we want to consult with you on the draft proposal.

There are two options to consider:

Option One is to introduce the transport policy, which means allocation of assisted transport will be allocated based on assessed need; current users would be re-assessed against the criteria in the policy. 

Option Two is to continue with the status quo, which is to allocate assisted transport on a first come, first served basis, irrespective of need and without eligibility criteria in place. Under this option the draft policy would not be implemented.

The council is consulting with residents, relatives, carers and other stakeholders to enable us to understand the potential impact of the recommended changes under the proposed new policy and enable us to do our best to minimise any potential negative impact when deciding on the final course of action.

Why your views matter

We welcome your views and very much hope you will take part so the process is as fair and transparent as possible.

No decisions have yet been made. Residents, relatives, carers and stakeholders are being given the opportunity through this consultation to give their views.

Hounslow Council is contacting everyone who might be affected by the proposal to introduce an Adult Social Care Transport Policy for Day Service Provision by email or by post. A copy of the consultation pack will also be available at Sandbanks Day Centre.

We have arranged a series of online meetings, via Zoom, for the policy to be discussed, for questions to be asked and for you to give any views that you have. See the events section further down this page.

 

What happens next

We will produce a summary of what we are told, both through the responses we receive and what is said at the Zoom meetings (details on first page of this survey). The summary will be available on the council’s website from the end of February 2022.

There will also be a copy available at Sandbanks Day Centre.

Following the consultation, an analysis of responses and feedback will be compiled into themes and issues that were raised.

The findings of the consultation will be used to inform the Cabinet members when they make their decisions on the options at their meeting on 22 March 2022.
