Events Strategy - Parks and Public Spaces

The London Borough of Hounslow is consulting on the introduction of a new strategy and set of related policies for Events, Festivals and Commercial Use of the Council’s Parks and Public Spaces.

The main proposals being consulted on are:

  • The introduction of an event strategy and policy for LBH-owned parks and public spaces, including High Streets
  • Revised pricing structures for park and public space event hire, funfairs and pitch hire, including some price increases


The London Borough of Hounslow (LBH) recognises that a vibrant and diverse cultural events programme delivers many benefits to residents and communities. These benefits can include opportunities for young people through performance and employment; improved health and wellbeing; development of a stronger community and improved cohesion; a boost to the local economy an improved awareness of Council owned and managed land and an enhanced image of the Borough.

The proposed Events Strategy is the Council’s commitment to developing events and other activities in the public spaces it owns or manages. It sets out our vision for the next five years and is a roadmap to achieving our goals.

Our parks and open spaces came back under direct Council management in 2018. This provided an opportunity for us to review our current processes and policies on event and pitch hire and commercial and business use. We have identified various opportunities for us to make our policies and pricing structures clearer, and to bring revenue more into line with that generated in neighbouring boroughs.

Through the implementation of an Events Strategy, and a new policy to govern the decision-making process for event and activity approvals, the Council can reposition Hounslow as a centre for events and leisure activities. The objectives outlined within the strategy will permeate throughout the Council and inform decisions that are made, not only about events, but anything that is aligned with the larger objective of improving Hounslow for those that visit, work, study and live in the Borough and that will contribute to enhancing the image of Hounslow as a destination.

Why We Are Consulting

The Council has already determined that an events strategy is required. To ensure that the strategy is fit for purpose, we are consulting interested parties on the draft content.

We are proposing a revised pricing structure for park and public space events and hire, with some prices decreasing but most increasing. Although we have determined that it is unsustainable for us to continue charging at current levels, we are seeking feedback on the proposed levels and how these will affect park and open space users.
