Overview

Hounslow Council is reviewing its Community Infrastructure Levy (CIL) charging rates. The increased rates from development will be essential to help fund infrastructure (such as transport improvements, health and social care facilities, green and blue infrastructure) needed to support the ambitious growth, as set out in the draft Local Plan reviews, and mitigate adverse impacts of future development.

The Draft Charging Schedule (DCS), is the second stage in the process of the review. The DCS sets out the charges for different types of development in the borough.

The following changes to existing CIL rates have been informed by viability evidence produced by consultants specialising in this type of work.

  • Large convenience-based retail - rate change proposed from £155 to £165 per square metre;
  • Residential development in CIL Zone 3 (West) - rate change from £70 to £100 per square metre;
  • Residential development in CIL Zone 2 (Central) - rate change proposed from £110 to £160 per square metre;
  • Residential development in CIL Zone 1 (East) - rate change proposed from £200 to £290 per square metre.

The increased rates from development will be essential to help fund infrastructure needed to support the ambitious growth set out in the daft Local Plan reviews, and mitigate adverse impacts of future development.

Why We Are Consulting

Hounslow Council is inviting comments on the CIL Draft Charging Schedule review between 13th January to 10th February 2020.

The Council intends to submit a Community Infrastructure Levy (CIL) Draft Charging Schedule for examination, under Section 212 of the Planning Act 2008 (as amended by the Localism Act 2011).

Representations (including those taking the form of objections) should specify the matters to which they relate. Objections should also specify the change sought, including evidence to support your view.
